Horsford Bill Would Redirect Trump’s Argentina Bailout to Fully Fund Health Care Tax Credit

WASHINGTON, D.C. – Congressman Steven Horsford (NV-04) introduced the Helping Every American Lower Their Healthcare (HEALTH) Act, legislation that would redirect the bailout of up to $40 billion that President Trump gave to Argentina, and instead use it to fully fund the Advanced Premium Tax Credit for up to two years.
“While 24 million Americans brace to lose health care, President Trump is spending tens of billions of dollars to prop up an autocrat in Argentina,” Rep. Horsford said. “By his own admission, his bailout will not help the American people – but using those funds to extend health care tax credits could help millions of Americans keep affordable care for at least another year.
“Trump’s failed priorities are on clear display, and they don’t involve vulnerable people in Nevada and across the country,” Horsford continued. “I proposed diverting Trump’s bailout to cover health care tax credits as an amendment last week, and Republicans voted it down. I introduced the HEALTH Act to give them one more chance to put people over politics, and ensure their constituents and mine have access to affordable health care.”
Rep. Horsford raised alarms early about Republican health care plans, devoting his annual address to the Nevada State Legislature on February 19, 2025 to the threat of Medicaid cuts as the Republican budget took shape.
Since then, he has worked with constituents, advocates, and lawmakers to elevate the real-world harm the cuts would inflict on Nevadans, and published an op-ed warning that Republicans were closer than ever to making the cuts a reality.
When the Republican “Big Beautiful” bill with health care cuts came up for consideration in the House Ways and Means Committee, Horsford offered an amendment to make the health care tax credit permanent.
Horsford also used his position on prestigious House Democratic Steering and Policy Committee to elevate the unique challenges that rural health care providers face from Republican health care cuts, and highlight how those cuts will erode the quality of care for local patients.
Most recently, Rep. Horsford offered an amendment in the House Rules Committee on November 11, 2025 to divert President Trump’s Argentina bailout to fund health care tax credits instead. His amendment was voted down by Congressional Republicans, and the policy proposal became the HEALTH Act.
