Project Description: The Library District is embarking on a groundbreaking project to construct a new West Las Vegas Library building at 1861 N. Martin Luther King Blvd. This new development is an important step towards addressing the community's needs and expanding the library's resources to serve its patrons better. The library will occupy a spacious building providing ample room for diverse services, including classrooms, computer labs, consultation rooms, co-working spaces, and meeting rooms. The new resources will be a game-changer for the community, providing access to much-needed programs and community events. The new library will be a national model for integrated cross-governmental investment and services in low-income and distressed communities. By providing these resources and services to the community, the library will create a powerful synergy that will benefit some of the most vulnerable populations in the Las Vegas Valley.

Proposed improvements include constructing new dedicated high-capacity transit lanes for Rapid Bus express service, new bicycle lanes, widened sidewalks, intersection capacity improvements, street trees, median island landscaping, new storm drain, and enhanced streetlighting which will expand access for all modes of travel on this critical regional route.

Project Name: Regional Transportation Commission of Southern Nevada - Climate Adaptive Bus Shelters

Project Description: This request is seeking funds to implement new transit shelters that offer increased shade and cooling opportunities to combat the urban heat island effect that many of Las Vegas’ arterial roadways convey. The RTC will coordinate with the local jurisdictions regarding bus shelter replacement and any shelter pad and sidewalk reconstruction within their limits and obtain temporary construction easements, as necessary. RTC has extensive experience in implementing bus stop improvements on regional roads and has the administrative processes in place and technical capabilities to acquire easements and other right-of-way in accordance with federal requirements. The Regional Transportation Commission of Southern Nevada will install 50 of these climate-adaptive bus shelters within the existing public transit service area.

This project is a priority for the towns of Tonopah and Nye County and provides safety and resilience.

This equipment include a hoist so more than one helicopter as the ability to perform rescue operations, a high definition FLIR camera to replace an aging system, and a backup engine to enable ready-replacement of a failed engine or one undergoing maintenance.

Project Description: Use of force incidents in the United States are garnering national attention and we are eager to provide updated and standardized training to our officers. A virtual reality (VR) training system will allow us to use the scenarios provided to ensure all officers are equipped to deal with situations in a way that offers the least level of use of force possible while ensuring officer safety. With the proposed utilization of VR during de-escalation/critical incident training at both the academy and in-service trainings, NSP expects to see an increase in the number of scenarios that cadets and officers can go through to better prepare for the field. NSP trainees normally only receive a single live-action scenario during de-escalation training. Our agency can select from these scenarios, customize the tasks officers should perform to de-escalate a difficult situation, pause and play to allow trainers to interact with the trainee, and then review the scenario from different vantage points. Metrics collected will allow our agency to determine where additional training resources should be deployed and what training topics need further reinforcement. The ability to standardize this training across our entire agency would be invaluable.

Project Description: The Clark County Water Reclamation District operates a remote wastewater treatment facility in Moapa Valley, currently operating below 25% of its capacity. This project will install 8,000 feet of wastewater collection infrastructure that will make sewer available to many homes, County fairgrounds, and many other businesses and residences along the stretch of new sewer line. Due to construction cost escalations in this remote area, additional funding is required for the project.

Project Description: One of the Virgin Valley Water District's main transmission lines is experiencing failing pipe due to high pressures, bad pipe material, improper installation practices, and corrosive soil conditions. In the past three years there have been four major pipe breaks causing asphalt damage to the adjacent roadway, and significant water losses. The leaking pipe contributes to the District losing approximately 30,000 gallons per day of water (over 11,000,000 gallons per year), or approximately 150 homes worth of water use per year. Replacing the water lines will make the District's system more efficient by reducing pumping energy and help the District to achieve it's 2035 water conservation goal of 85 gallons per capita per day for residential use, and thereby delaying the timeframe for which the District will have to develop it's Virgin River water rights for future culinary water needs.

Project Description: This project will fund a portion of the design costs for a joint project between Clark County, the City of Las Vegas, the City of North Las Vegas, and the Las Vegas Metropolitan Police Department (LVMPD) to design and construct a Joint Communications Center to serve as a Public Safety Answering Point (PSAP) for police and fire call taking and dispatching for the participating entities. This project will serve as a second communications center with full redundant capabilities of the current communications center operated in our region, responsible for dispatching calls for police and fire response to emergencies (911) as well as non-emergencies (311) for all Clark County residents and visitors. This single dispatch system for our 2.4 million residents and an average visitor volume of 43 million people poses a considerable vulnerability as a single point of failure for all calls of service. This second facility will be geo-diverse with fully redundant call-taking dispatching, and radio communication functionality. A site has been selected (Clark County Assessor Parcel 12624301019) in Congressional District Four.

Project Name: City of North Las Vegas - City of North Las Vegas Losee Wash Diversion Project

Project Description: The City of North Las Vegas Losee Wash Diversion Project (LWDP) will solve an urgent sewer infrastructure issue within the target area. Currently, two sewer mains converge in the Las Vegas Wash Channel at Gowan Road, between Losee Road and Civic Center Drive. This convergence creates a pinch point which causes overflow and spills into the community, releasing contaminates and creating a public health hazard. This urgent public health issue disproportionally affects the low-income and unhoused community within the surrounding area. The City of North Las Vegas is requesting $11,494,142 to fund the construction of a relief to limit sanitary sewer overflows and provide additional capacity to develop north and northwest portions of the city. The City has obligated $2,298,828 in matching funds in support of this project.

Project Description: This project is to purchase and retrofit a police vehicle to be client centered for individuals experiencing a mental health crisis. The retrofit will allow for a licensed clinician to sit beside an individual while maintaining safety for both the individual being transported and the clinician. Additionally, the vehicle will be wrapped in graphics identifying the Mobile Outreach Safety Team to aid in the community’s acceptance of the team and reduce anxiety from a police vehicle’s presence.
