Project Description: This project is a sewer replacement in Indian Springs, Nevada. In 2005, Clark County Water Reclamation District took over operations from the Indian Springs Sewage Company at the request of the Nevada Department of Environmental Protection due to operations being in violation of the terms and conditions of the discharge permit. The existing system was not constructed to Clark County Water Reclamation District design standards and portions of the collection system are approaching 60 years old. This construction project will replace aging infrastructure and provide a more reliable wastewater system. This will facilitate improved reliability of the wastewater services to the community and provide a positive impact on the community’s public health and safety. This project will also provide environmental benefits by eliminating an outdated sewer system and providing access for future maintenance. The population served includes 1,407 connections -- 365 are residential connections, 20 are other connections, and the project population served is 378 connections.

Project Description: The Kyle Canyon Water District (KCWD), operated and maintained by the Las Vegas Valley Water District (LVVWD), was formed in December 1973 and provides water service to the residents of Mount Charleston. The system currently serves 41 residential accounts across four communities on the mountain: Echo, Cathedral, Old Town, and Rainbow with the Rainbow community being the largest. Funding is requested to replace and reroute the current discharge pipeline that serves as the primary distribution line to serve water for the Rainbow community. Funding will be used to fund the design and construction of the new Rainbow Discharge Line. Both design and construction of the project will be outsourced to qualified contractors using federal procurement standards.

Implementing Complete Streets near the high school in Tonopah will enhance safety by adding separate space for road users. In addition, the project will provide center barrier rails and reduce lane widths to slow traffic down. Improving lighting and ADA will enhance safety for vulnerable road users. Since many road crashes involving pedestrians occur during darkness, enhancing lighting will greatly improve safety. Receiving this funding will expedite implementation and proven safety countermeasures.

Project Name: Nevada State Police - Virtual Reality Law Enforcement Training

Project Description: Use of force incidents in the United States are garnering national attention and we are eager to provide updated and standardized training to our officers. A virtual reality (VR) training system will allow us to use the scenarios provided to ensure all officers are equipped to deal with situations in a way that offers the least level of use of force as possible while ensuring officer safety. With the proposed utilization of VR during de-escalation/critical incident training at both the academy and in-service trainings, NSP expects to see an increase in the number of scenarios that cadets and officers can go through to better prepare for the field. NSP trainees normally only receive a single live-action scenario during de-escalation training. Our agency can select from these scenarios, customize the tasks officers should perform to de-escalate a difficult situation, pause and play to allow trainers to interact with the trainee, and then review the scenario from different vantage points. Metrics collected will allow our agency to determine where additional training resources should be deployed and what training topics need further reinforcement. The ability to standardize this training across our entire agency would be invaluable.

Project Description: The City of North Las Vegas (CNLV) seeks $4,900,000 in Federal funding to implement the Losee Wash Diversion Project (LWDP). The objective of the LWDP is to construct a sanitary sewer relief system aimed at mitigating overflow incidents within the target area, located on Gowan Road between Losee Road and Civic Center Drive. This area experiences toxic sewer overflow because of converging sewer main lines that are at capacity, leading to public health issues and a surcharge within the community. These frequent toxic overflows pose serious health risks to residents by contaminating the environment, water supply, and living areas, creating significant health hazards. The need for a sanitary sewer relief system is a result of an aging infrastructure not designed to withstand the population growth of the community’s service area. Failure to construct a sewer relief system will likely result in additional sewer overflows upstream, effecting the quality of life for residents and limiting the ability to develop within the north and northwest portions of the City.

Name: City of Las Vegas - Vision Zero School Zone Safety Improvements

Project Description: The School Zone Safety Improvements project will implement transportation safety enhancements for 281 school zone locations throughout the City of Las Vegas as part of our Vision Zero Action Plan, which aims to eliminate traffic fatalities and serious injuries by 2050. The requested funding would support citywide upgrades to our existing school flasher systems to improve school zone safety and system reliability, while minimizing system maintenance. Additionally, federally adopted safety countermeasures, including crosswalk visibility improvements, will be constructed to regulate, warn, and guide all transportation system users, further increasing safety within school zones. Schools benefiting from these upgrades include Howard Heckethorn Elementary School, Lied Middle School, Bonanza High School, and more than 45 other schools within Nevada’s 4th District.

The RTC has extensive experience in implementing bus stop improvements on regional roads and has the administrative processes and technical capabilities to acquire easements and other right-of-way in accordance with federal and local requirements.

Project Description: Las Vegas was originally developed with cars in mind - when constructed decades ago, the roads were built straight and wide to maximize vehicular throughput with little thought for multimodal users. As population and demand have changed, these thoroughfares have become a barrier to mobility for people who live and work in Las Vegas, particularly the vulnerable road users who must walk, bike, roll, or take transit. This project will help advance the City’s goal of reinvesting and creating safer transportation options within the Historic Westside Community. Proposed improvements include pavement rehabilitation, traffic signal upgrades, new bicycle lanes, widened sidewalks, street trees, upgraded streetlighting, and other federal safety countermeasures aimed at reducing fatal and serious crashes.

Project Name: Mobile Crisis Response Co-Responder Vehicle

Project Description: This project is to purchase and retrofit a police vehicle to be client centered for individuals experiencing a mental health crisis. The retrofit will allow for a licensed clinician to sit beside an individual while maintaining safety for both the individual being transported and the clinician. Additionally, the vehicle will be wrapped in graphics identifying the Mobile Outreach Safety Team to aid in the community’s acceptance of the team and reduce anxiety from a police vehicle’s presence.
