FY24 Community Project Submissions

Congressman Steven Horsford voted to finalize $28,202,279 in Community Project Funding that he previously secured for Nevada’s 4th District in the 2024 spending bills. This funding, included in the first of the appropriations government funding packages, responds directly to some of the most pressing needs in Las Vegas, North Las Vegas, Henderson, and Pahrump. 

“I am proud to have requested funding for these projects throughout Nevada’s 4th Congressional district. Today, I voted to deliver $28,202,279 in Community Project Funding for projects in North Las Vegas, Las Vegas, Henderson, and Pahrump.  I know that these investments will profoundly impact Nevada’s 4th District,” Congressman Horsford said. “These investments create jobs and grow our economy, making a real difference in the lives of so many in our community. I am proud to have fought for funding to make our community healthier, safer, and stronger.” 

Congressman Horsford championed funding for 14 projects directly benefiting Nevada’s 4th District residents. These include:

  • $800,000 for Eighth Judicial District Court's Court Appointed Special Advocate (CASA) Program
  • $1,000,000 for Emergency Command Vehicle Replacement
  • $2,200,000 for Henderson Airport Terminal Building Remodeling

House Democrats were successful in removing harmful extreme House Republican policies from these bills that attempted to make abortion illegal everywhere, slash efforts to fight climate change, and threaten our national security. Instead, these final bipartisan 2024 funding bills will help keep our communities safe, fight inflation, and boost our economy. Together, the funding for Nevada’s 4th District and the funding increases for critical government programs will continue to grow our local economy and support our communities.

FY24 Community Project Requests Submitted:

Rep. Steven Horsford has submitted funding requests for important community projects in Nevada’s Fourth Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2024 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

In compliance with House Rules and Committee requirements, Rep. Steven Horsford has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

Historic Westside Library Project

Project Description: The existing West Las Vegas Library branch is an aging facility in need of new infrastructure. The library has needed repairs and expansion for some time. West Las Vegas Library is a place that supports a community that values family and education and aspires to be greater. The branch is a proud member of the Historic Westside and is dedicated to community service. A new West Las Vegas Library will be designed for families and education to thrive. This Library will serve a population in need of basic resources critical to health and well-being, education opportunities, career advancement, and financial independence.

Project Name: Dolores Huerta Resource Center

Project Description: The Dolores Huerta Resource Center aims to identify and overcome the barriers faced by the large Hispanic community in North Las Vegas through providing a one stop shop for much needed services. These include legal services, education, workforce development training, arts and culture, physical and mental health support, and technology training.

Project Name: North Las Vegas Fire Department – Fire Training Facility

Requested Amount: $1,930,000

Project Description: This project will allow for improved training and education of new and veteran North Las Vegas Firefighters. This project will also provide interagency training opportunities between all fire departments in the Las Vegas Valley. The site is about 1 mile from the City of Las Vegas border and approximately 4 miles from the closest Clark County Fire Department border, making it convenient for joint training opportunities. Additionally, the North Las Vegas Fire Department has a Fire Explorer Post in which 60 or more young men and women learn the basics of becoming a firefighter. These expanded training facilities and training opportunities that it would provide will certainly add to the experience for these Explorers.

Project Name: Vibranium at York

Requested Amount: $4,500,000
Awarded Amount: $850,000

Project Description: Vibranium at York is a shovel-ready, 18-unit townhouse ground up construction project. The 1.39-acre parcel is being developed for the purpose of providing quality workforce rental housing in North Las Vegas, NV. The project consists of three (3) four-unit attached buildings and two (2) three-unit attached buildings (18 total units). Each of the units will be individually parceled and metered. As of January 2023, the project has been approved for all applicable zoning by the City of North Las Vegas planning department and city council. All land surveying, soils reports, and civil engineering reports have been completed.

Project Name: Local For All – Las Vegas

Requested Amount: $870,000
Project Description: The Cupcake Girls offers support to sex trafficking survivors and at-risk sex workers through three programs: referrals, advocacy, and mentorship. The Referral Program connects program participants to vetted, safe, and inclusive community partners and resources. The Advocacy Program assigns program participants an Advocate who assists with setting and achieving goals and connects said participants with resources. Lastly, the Mentorship Program provides a support system and someone to talk to on a regular basis beyond goal setting. The main initiative is to empower survivors and at-risk people to take back control of their lives by providing resources and advocacy to facilitate mental, emotional, financial, and physical stability as well as self-determination.

Recidivism Engagement Network Training & Retention Initiative

Project Description: Recidivism Engagement Network Training & Retention Initiative (RE-N-TRI) is a collaborative diversion program between the Truancy Prevention and Outreach Program and Diphrent, Inc. that promotes public safety and crime prevention for youth and young adults within the juvenile justice system who have been identified and classified as chronically absent, repeat offenders in the juvenile detention center, and those who are at risk of becoming negatively involved with law enforcement. This project provides a coordinated community response to reduce recidivism rates of incarceration, increase school attendance, increase graduation rates, and increase employment for young people in the community. The objectives of the RE-N-TRI are to (1) Utilize technology to support and improve services that increase public safety in the community; (2) Build stronger, safer communities between local law enforcement, local business, youth/young people, and their families by creating workforce development opportunities; (3) Reduce cycles of crime and incarceration by building relationships and minimizing barriers to access; and (4) Improve outcomes of youth with behavioral issues by offering an alternative program that focuses on life skills, financial management, job readiness, post-secondary education or vocational training, and physical and mental health.

Emergency Command Vehicle Replacement

Project Description: The Las Vegas Metropolitan Police Department is requesting funding to replace an Emergency Command Vehicle put into service in 2007. This vehicle is used by the Special Weapons and Tactics (SWAT) to respond to subject barricades, hostage rescues, civil unrest, and large-scale emergencies. The vehicle serves as a crucial central command and control platform for all such incidents. On scene commanders and negotiators have a platform that allows for full scene situational awareness to include asset and officer location and communication, drone and robot camera feed visualization, and Air Support feed communication and visualization.

Project Name: Lake Mead/Las Vegas Wash Program
Requested Amount: $3,500,000
Awarded Amount: $3,500,000

Project Description: The Las Vegas Wash is the primary drainage of the Las Vegas Valley, carrying urban runoff and treated wastewater into Lake Mead and the Colorado River. The Wash is critical as it serves as a return flow conveyance, increasing the amount of water Nevada can withdraw from Lake Mead. It is also an important environmental resource, providing wetland habitat. Funds would be used to construct erosion control structures in the Lower Wash in the NPS Lake Mead National Recreation Area. This will protect existing infrastructure, restore surrounding wetlands, and improve drinking water quality for the region. BOR has been assisting with erosion control and restoration of the Wash. Reducing the sediment load is important because the Wash discharges into Lake Mead, the primary drinking water source for southern Nevada. Without federal assistance, the construction costs of the weirs will further strain local resources that could otherwise be allocated for local water infrastructure projects.

Project Name: Remodel Terminal Building at Henderson Executive Airport
Requested Amount: $8,824,361

Project Description: This project will remodel and expand the existing terminal building at Henderson Executive Airport to improve the capacity and energy efficiency of the airport. In the time since the terminal was designed and built, there has been a drastic increase in general aviation traffic into the Las Vegas valley due to the opening of world class venues, arenas and stadium that host an ever-increasing number of both professional sporting events and major entertainment concerts and shows.

Project Name: High Injury Network Streetlight Safety Upgrades
Requested Amount: $2,500,000

Project Description: This project will support the procurement and installation of 3,500 streetlight fixtures along corridors where traffic fatalities and serious injuries are heavily concentrated. It would advance a citywide conversion of existing high-pressure sodium and first-generation LED streetlight luminaires to more resilient and energy efficient Next Generation LED luminaires, focusing on several of the City’s High Injury Network corridors. The requested funding would be used towards procurement and installation of over 3,500 upgraded streetlights along the following areas to improve safety for all modes of transportation: Sahara Ave. – Durango Dr. to Boulder Hwy. (NV-01, NV-03, & NV-04); Buffalo Dr. – Sahara Dr. to Lone Mountain Rd. (NV-03 & NV-04); Rainbow Blvd. – Rancho Dr. to Sahara Ave. (NV-03 & NV-04); Rancho Dr. – US-95 (North) to Mesquite Ave. (NV-04); Decatur Blvd. – Ann Rd. to Cheyenne Ave. (NV-04).

Project Name: 8th Judicial District Court’s Court Appointed Special Advocate Program

Requested Amount: $800,000

Project Description: This program will improve victim’s services and Clark County’s criminal justice system by ensuring the Court has volunteers on hand to assist children through the court system that have been victims of crime. The mission of the Eighth Judicial District Court’s Court Appointed Special Advocate (CASA) program is to support and promote court appointed volunteer advocacy for abused and neglected children so that they can thrive in a safe, permanent home. The Eighth Judicial District Court CASA Program is responsible for recruiting, screening, training and supporting CASA volunteers. Currently, the program has approximately 400 CASA volunteers, who represent the best interest of approximately 850 abused and neglected children annually. Funds will be used to raise awareness about this program and recruit additional volunteers to serve as part of the justice system.

Project Name: Cheyenne Sports Complex Safety and Activity Project

Project Description: The City of North Las Vegas will use this investment to increase the safety and activity offerings for a cherished urban core park. Some of the improvements for safety will include increased lighting for greater safety, a perimeter fence to manage movement and allow for the park to be secured during events, electronic signage to allow for community information and park direction, additional restrooms so children do not have to cross the entire park, and a park maintenance hub for greater City staff presence and security of the park assets. Improvements to address the heat, making the park more usable year-round will include additional trees for added shade, additional gazebos and shaded seating, using lights that does not cause further heat, installation of pickleball courts for evening play during the summer, and water fountains in the sports fields.

Valley View Blvd. Pedestrian Safety Improvements – Vision Zero Program

Project Description: Las Vegas was originally developed with cars in mind - when constructed decades ago, the roads were built straight and wide to maximize vehicular throughput with little thought for multimodal users. As population and demand have changed, these thoroughfares have become a barrier to mobility for people who live and work in Las Vegas, particularly the vulnerable road users who must walk, bike, roll, or take transit. The segment of Valley View Blvd. between Desert Inn Rd. and Charleston Blvd. is no exception – it is a highly-traveled arterial for vehicles and utilized by a significant number of pedestrians. It is also part of the City’s High Injury Network (HIN) where traffic fatalities and serious injuries are heavily concentrated. The improvements will include Federal Highway Administration proven countermeasures for pedestrian and access management safety improvements including: (1) signalized pedestrian crossings with pedestrian hybrid beacons at El Conolon and Sycamore (2) pedestrian flasher system at El Camino (3) pedestrian median refuge islands (4) upgraded streetlighting corridor-wide and at intersections (5) improved traffic signal timing operations.

Project Name: Pogue Summit Road Paving Project
Requested Amount: $4,939,604

Project Description: Pogue Summit Road (PSR) is an unpaved, dirt road that provides a vital transportation link between Currant, Duckwater, Railroad Valley, Eureka, Diamond, Newark and Pine Valley. The road is of particular importance to the Duckwater Shoshone Tribe who have been trying to get the road paved for almost thirty years. In its current condition, PSR constitutes a hazard to the health and safety of school children who must be bussed to and from the above-listed areas. The condition of the road also hampers medical care, economic development, and tourism. If approved, this funding would be used to pave the approximately 13 miles of PSR situated in Nye County.
