Horsford Discusses Impact of Health Care Cuts with Top Health Care CEOs in the Ways and Means Committee

WASHINGTON D.C. – Congressman Steven Horsford (NV-04) pressed Executives from serval of the nation’s largest health insurance companies for answers during today’s House Ways and Means Committee hearing, highlighting the real-world consequences of recent health care cuts and Republicans’ failure to extend the Affordable Care Act’s Advanced Premium Tax Credits, and the growing need for increased transparency in Medicare Advantage.
Executives testifying before the Committee represented CVS Health, Cigna, Ascendum, Elevance Health, and UnitedHealth Group, alongside a small business owner from Waterloo, Iowa.
“This hearing is nothing more than political theater; an attempt by Congressional Republicans to save face after failing the American people,” said Rep. Horsford. “In their One Big Ugly Law, Congressional Republicans cut more than a billion dollars from health care and refused to extend the Advanced Premium Tax Credit.”
Throughout the hearing, Horsford underscored a clear message: affordable health coverage is essential. Moreover, he pressed insurance executives on Medicare Advantage and called for greater transparency to ensure taxpayer dollars are being used appropriately, questioned how prior authorization practices delay medically necessary care, and examined if supplemental benefits are working as marketed.
“Republicans controlled the White House, the Senate, and the House. They have had every opportunity to protect health care and extend these tax credits – and yet they chose not to. Time and again, they have put the American people at risk. What’s clear from today’s testimony is simple: affordable coverage is not optional” Rep. Horsford underscored.
Rep. Horsford has been a consistent leader in the fight to extend ACA health care tax credits and lower costs for families, including:
  • On May 14, 2025, Rep. Horsford offered an amendment to the Republican “Big Beautiful” bill during the House Ways and Means Committee markup to make the health care tax credit permanent.
  • On November 11, 2025, Rep. Horsford offered an amendment in the House Rules Committee to divert President Trump’s Argentina bailout to fund health care tax credits instead.
  • On January 8, 2026, Rep. Horsford spoke on the House floor in favor of the health care tax credit extension before the extension vote. Those remarks are available here.
