Horsford Helps Deliver Sweeping Bipartisan Housing Package to Build More Homes, Lower Costs, and Expand Opportunity for Working Families

WASHINGTON D.C. – Congressman Steven Horsford (NV-04) today announced his support and leadership for the bipartisan 21st Century ROAD to Housing Act, a comprehensive legislative package aimed at increasing housing supply, lowering barriers to development, expanding affordable homeownership opportunities, and modernizing outdated federal housing programs.
The legislation includes a series of bipartisan reforms designed to address the nation’s growing housing affordability crisis by accelerating housing construction, expanding financing options, supporting workforce and affordable housing development, and increasing access to housing opportunities for working families, seniors, veterans, and underserved communities.
“Working people are doing everything right and still falling further behind because housing costs are rising faster than wages." Rep. Horsford said. “If you work hard, you ought to be able to afford a safe place to live, build stability for your family, and have a real shot at the American Dream. That’s why I pushed for a housing package that doesn’t just talk about the problem, but it delivers real solutions.
“The 21st Century ROAD to Housing Act is a bipartisan effort focused on tackling the housing affordability crisis by increasing supply, cutting unnecessary red tape that slows down construction, and expanding pathways to affordable homeownership for working families across Nevada.
“I’ve consistently pushed Congress to focus on affordability and economic opportunity for working people, including addressing the role corporate investors and Wall Street speculators are playing in pricing families out of the market. It also includes important guardrails to address the growing role corporate investors and Wall Street firms are playing in driving up housing prices and locking families out of the market. This is about making sure hard work still leads to stability, not just survival.”
The bipartisan legislation includes reforms to:
- Expand and modernize the HOME Investment Partnerships Program to support workforce housing development.
- Streamline environmental review processes for federally supported housing projects to reduce delays and costs.
- Modernize Community Development Block Grant programs and local development codes to encourage new housing construction.
- Evaluate establishment of streamlined building standards to reduce construction timelines and costs.
- Eliminate duplicative HUD inspection requirements that delay housing delivery.
- Improve access to housing and home repair assistance in rural communities.
- Reduce barriers to manufactured housing development by clarifying federal construction and safety standards.
- Strengthen access and protections for veterans, renters, and families relying on housing assistance programs.
