Horsford Introduces Legislation to Protect Workers from AI-Driven Layoffs

June 19, 2026

WASHINGTON D.C. – Congressman Steven Horsford (NV-04), Congresswoman Sara Jacobs (CA-51), and Congressman James Moylan (GU) introduced the AI-Related Job Impacts Clarity Act today. This legislation would bring transparency and accountability to AI-driven layoffs as artificial intelligence reshapes the American workforce at an unprecedented pace.

The AI-Related Job Impacts Clarity Act would require major companies and federal agencies to disclose AI-related layoffs to the Department of Labor in order to create a public report that tracks how artificial intelligence impacts the workforce.

"AI has the potential to lift workers up, but right now, too many companies are using it as cover to push workers out,” Rep. Horsford said. “Behind closed doors, with no disclosure and no accountability, entire livelihoods are being erased. The American people deserve better. That’s why the AI-Related Job Impacts Clarity Act doesn't slow down innovation, it demands that innovation comes with transparency, responsibility, and respect for the workers who built these companies."

“Artificial Intelligence is rapidly changing the way Americans work, hire, and do business,” Rep. James Moylan said. “As these technologies continue to evolve, Congress must ensure we have transparent and reliable data to better understand how AI is impacting workers, industries, and local economies — including communities like Guam. I’m proud to co-lead the AI-Related Job Impacts Clarity Act to help provide policymakers, workers, and employers with the information needed to prepare for the future workforce and ensure Americans are not left behind in this transition.”

“We know that AI will rapidly transform our economy and our workforce, but we don’t yet know when, how, or to what extent.” Rep. Sara Jacobs said. That’s why we need more information. I’m proud to co-lead the AI-Related Job Impacts Clarity Act, which will deliver timely, transparent data about AI-related job impacts from layoffs and hiring shifts to retraining and displacement risks. This data will be critical so we can legislate accordingly, prepare our workforce for the future of work, and propel our economy forward.”
