Horsford: Republican Tax Scam is Robinhood in Reverse
WASHINGTON, D.C. – Congressman Steven Horsford (NV-04) today joined every House Democrat in voting against a Republican bill that cuts deeply from programs working Americans rely on to fund tax giveaways for corporations and the ultra-wealthy.
“Taking from the needy to give to the greedy isn’t leadership – it’s cruelty,” Rep. Horsford said. “But if we want a country where hard work is rewarded, we need to fight for it. If we want the American people to have affordable healthcare, food on the table, and the opportunity to live with dignity, we need to fight for it. And if we want a country that we are proud to leave our next generation, then we need to fight for it.
“Republicans are clear about who they’re fighting for,” Horsford continued. “They just added $5 trillion to our national debt and gutted support for the most vulnerable among us, all to pay off their campaign donors.
“There is no spin for the human suffering they’re causing,” Horsford added. “This is Robinhood in reverse, and Republicans would be wise to remember that they won’t have the last word here – the American people will, on Election Day.”
Nevada will be hit particularly hard by the Republican plan:
- Nearly 115,000 Nevadans will lose health coverage.
- Two rural hospitals will close: Battle Mountain General Hospital & Humboldt General Hospital.
- Nearly $9 billion in Medicaid cuts over the next 10 years – a 20% reduction.
- ACA premiums will rise by 215% in NV-04 – an increase of nearly $3,700.
- Nevada’s GDP will shrink by $95 million by 2030.
- 8,300 manufacturing and energy jobs will be eliminated.
- Household energy costs will rise by $500 per year.
- Energy provisions that save Nevadans an average of $1,680 per year will end.
Rep. Horsford raised alarms early about Republican budget plans, devoting his annual address to the Nevada State Legislature on February 19, 2025 to the threat of Medicaid cuts as the Republican budget took shape.
Over the past five months, he has worked with constituents, advocates, and lawmakers to elevate the real-world harm the cuts would inflict on Nevadans, and published an op-ed warning that Republicans were closer than ever to making the cuts a reality.
When the bill came up for consideration in the House Ways and Means Committee that Horsford serves on, he led committee Democrats in submitting amendments that would benefit working class Americans. During the nearly 18-hour meeting that lasted through the night on May 13, 2025, Republicans voted down every single one of the 38 amendments offered by Committee Democrats.
Horsford continued his opposition in the House Rules Committee on May 21, testifying during a middle-of-the-night hearing about the bill’s failure to address key issues affecting Nevadans, including housing and veterans support.
On July 1, as the House took up the Senate-passed version of the bill, Rep. Horsford testified to the Rules Committee once again and offered five additional amendments:
- An amendment to make permanent the No Tax on Tips provision, which currently ends after 2028.
- An amendment to prevent loopholes in the No Tax on Tips provision pertaining to who qualifies as a tipped worker, and what qualifies as a tip.
- Two amendments to promote domestic travel through the Travel Promotion Fund and a new $4,000 tax credit for domestic travel.
- An amendment to protect critical housing construction materials from President Trump’s blanket tariffs.
All five amendments were once again blocked by a party-line vote.
