Agriculture and Food
• H.R. 1661- SAFE Act of 2025
Save America's Forgotten Equines Act of 2025 or the SAFE Act This bill prohibits the slaughter of equines for human consumption. Specifically, the bill requires the Department of Agriculture (USDA) to prohibit the sale, transportation, sale, or transportation of equine. The bill also requires USDA to establish a public awareness campaign to educate consumers about the dangers of slaughter.
• H.R. 484- Food Deserts Act
Food Deserts Act This bill requires the Department of Agriculture (USDA) to establish a grant program for states to establish revolving funds to support the establishment and operation of grocery stores in underserved communities. Amounts in a state revolving fund shall be used for the purpose of making loans to open a grocery store in an underserved community, support the operations of an existing grocery store, provide access to healthy food, or support a program participant that is in a community that would be underserved if the participant was not located in such community. USDA must prioritize applicants from entities that (1) emphasize unprocessed, healthful foods; (2) provide a variety of raw fruits and vegetables.
• H.R. 2195 – Feed Hungry Veterans Act of 2025
The bill amends the Food and Nutrition Act of 2008 to expand the eligibility of disabled veterans to receive supplemental nutrition assistance program benefits.
Animals
• H.R. 2253- Puppy Protection Act of 2025
Puppy Protection Act of 2025 This bill requires pet dealers to provide adequate housing for dogs that includes solid flooring, indoor space sufficient to allow the tallest dog in an enclosure to stand on its hind legs without touching the roof of the enclosure; with respect to dogs over eight weeks in age, primary enclosures that, with the length of the dog measured from the tip of the nose to the base of the tail, provide at least 12 square feet of indoor floor space per each dog not more than 25 inches long; 20. inches long, and 30 square feet long. The bill also requires each dog to have meaningful socialization with humans and compatible dogs for at least 30 minutes each day that
• H.R. 1684- PAST Act of 2025
This bill expands the definition of unlawful acts under the Horse Protection Act of the Department of Agriculture (USDA) to include additional unlawful acts and penalties for violations of the act. Specifically, the bill expands penalties for unlawful acts to include (1) knowingly or willfully failing to comply with the requirements of the Act, and (2) knowingly failing to do so. The bill also increases the maximum penalty for a violation of this bill. USDA must also establish a program to assist states and Indian tribes in carrying out the program.
• H.R. 349- Goldie’s Act
Goldie's Act This bill requires the Department of Agriculture (USDA) to conduct inspections and investigations of violations of the Animal Welfare Act. Specifically, USDA must determine whether any dealer, exhibitor, intermediate handler, carrier, research facility, or operator of an auction sale has violated or is violating any provision of this act or any regulation or standard issued thereunder. USDA must also conduct inspections of each research facility and each exhibitor at least once a year and conduct follow-up inspections until all violations are corrected. The bill requires USDA to promulgate rules and regulations necessary to require inspectors to confiscate or destroy in a humane manner any animal found to be suffering physical or psychological harm as a result

• H.R. 1725 — Sgt. Isaac Woodard Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2025
Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2025 This bill expands eligibility for Department of Veterans Affairs housing loans and educational assistance for Black veterans of World War II. Specifically, the bill extends eligibility to Black veterans who (1) served on active duty as a member of the Armed Forces and (2) certified that they were denied a specific benefit under the Servicemen's Readjustment Act of 1944 based on race; and (3) are the surviving spouses, children, grandchildren, or other direct descendants of such veterans.
• H.R. 1732— GUARD VA Benefits Act
Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Veterans Benefits Act This bill reinstates penalties for individuals who solicit contracts for, charge, or receive any fee or compensation with respect to the preparation, presentation, or prosecution of any claim for benefits under the laws administered by the Department of Veterans Affairs (VA). Specifically, the bill increases the maximum fine for an individual who solicits, contracts for, charges, or receives, or attempts to solicit or receive, any fee, compensation, or compensation in connection with preparing, presenting, or prosecuting a claim for VA benefits. The bill also requires the VA to establish a panel of experts and representatives to
• H.R. 1400— To amend Title 38, United States Code, to establish a presumption that certain veterans were exposed to radiation and other toxins at the Nevada Test and Training Range for purposes of the treatment of certain disabilities under the laws administered by the Secretary of Veterans Affairs, and for other purposes.
This bill establishes a presumption that certain veterans who performed active military, naval, air, or space service while assigned to a duty station in a covered location at the Nevada Test and Training Range, Nevada, shall have on-site participation in any aspect of the development, construction, operation, or maintenance of a military installation at such location.
• H.R. 1637— Protect Veteran Jobs Act
Protect Veteran Jobs Act This bill reinstates a veteran who was involuntarily removed or dismissed from a civil service position during the period beginning on January 20, 2025, and ending on the date of this bill's enactment. The bill also requires each executive branch agency to report to Congress on the number of veteran employees who were removed or otherwise dismissed from the agency.
• H.R. 1404— CHAMPVA Children’s Care Protection Act of 2025
CHAMPVA Children's Care Protection Act of 2025 This bill increases the maximum age for children who are eligible for medical care under the Children's Health and Medical Program of the Department of Veterans Affairs. Currently, a child may be eligible for benefits under the program until the child's 26th birthday, regardless of their marital status.

This bill prohibits discrimination in the Armed Forces, reinforcing equal protection rights for all service members.
• H.R. 1288— DRIVE Act of 2025
Driver Reimbursement Increase for Veteran Equity Act of 2025 or the DRIVE Act of 20 2025 This bill increases the reimbursement rate for the use of privately owned vehicles by government employees on official business (when no government vehicle is available). Specifically, the bill requires the Department of Veterans Affairs (VA) to ensure that the mileage rate is equal to or greater than (1) the rate of 41.5 cents per mile (at a rate determined in accordance with specified requirements), and (2) the time frame for the payment. The bill also requires the VA to pay an allowance based on mileage paid not later than 90 days after the date on which a request for such an allowance is properly submitted.
• H.R. 219 — Improving Menopause Care for Veterans Act of 2025
Improving Menopause Care for Veterans Act of 2025 This bill requires the Government Accountability Office to study and report on menopause care provided by the Department of Veterans Affairs (VA). Specifically, the report must include (1) a description of VA’s care as of the date of the bill's enactment, (2) a review of the established guidelines and protocols for the training of VA medical providers, and (3) an evaluation of the quality of menopausal care provided. The VA must submit to Congress a strategic plan to implement the recommendations contained in the report.
• H.R. 220— Veterans Infertility Treatment Act of 2025
Veterans Infertility Treatment Act of 2025 This bill requires the Department of Veterans Affairs (VA) to cover infertility treatments (including using assisted reproductive technology), standard fertility preservation services, and both. The VA may furnish vitro fertilization treatment using donated gametes or embryos. The bill does not require the VA to furnish such treatment or services unless it receives consent from each of the covered individuals, including the veteran's partner and the third-party donor. The legal status, custody, future use, donation, disposition, or destruction of such gamete or embryos relating to such treatment shall be determined in accordance with the law of the state in which the gamete or embryos are
• H.R. 210— Dental Care for Veterans Act
Dental Care for Veterans Act This bill requires the Department of Veterans Affairs (VA) to furnish dental care in the same manner as any other medical service. Specifically, the bill allows the VA to furnish dentures, dental appliances, and to procure such appliances. The bill also phases eligibility for such care to veterans who are not eligible for VA benefits beginning three years after the enactment of this bill.
• H.R. 515— Ensuring Military Readiness Not Discrimination Act
Ensuring Military Readiness Not Discrimination Act This bill prohibits discrimination in the Armed Forces. Specifically, any qualifications established or applied for eligibility for service in an Armed Force shall consider only the ability of an individual to meet occupational standards for military service generally and military occupational specialty concerned and may not include any criteria relating to the race, color, national origin, religion, or sex. Any personnel policy developed or implemented by the Department of Defense (DOD) concerned with respect to service members must ensure equality of treatment and opportunity for all persons in the armed forces, without regard to gender identity, sexual orientation, and sex characteristics (including intersex traits).
• H.R. 1004 – Love Lives On Act of 2025
This bill extends entitlement for various benefit programs and services for surviving spouses of deceased members of the Armed Forces or veterans. The bill also provides that the remarriage of a surviving spouse must not bar the furnishing of dependency and indemnity compensation or special pension benefits to such spouse. Additionally, the DoD may not terminate the payment of an annuity for a surviving spouse under the Survivor Benefit Plan solely because the surviving spouse remarries. Finally, the bill expands the definition of a dependent under TRICARE to include a remarried widow or widower whose subsequent marriage has ended due to death, divorce, or annulment.
• H.R. 1742 – Access to Reproductive Care for Servicemembers Act
This bill establishes leave protections so that military personnel and their dependents can access reproductive health services without penalty. The bill aims to safeguard timely care for servicemembers stationed in restrictive jurisdictions.
• H.R. 1860 – Women Veterans Cancer Care Coordination Act
This bill requires the Department of Veterans Affairs (VA) to hire or designate a Regional Breast Cancer and Gynecologic Cancer Care Coordinator for each Veteran Integrated Services Network (i.e., regional VA health care administrative areas). Among other duties, such coordinators must ensure the coordination of care between VA clinicians and breast and gynecologic cancer community care providers. Under the bill, veterans are eligible for such care coordination if they are diagnosed with a breast or gynecologic condition and are eligible for health care through the Veterans Community Care Program.
• H.R. 1956 – BAH Restoration Act
This bill increases the monthly amount of the basic housing allowance for members of the uniformed services inside the United States. Specifically, the monthly amount of allowance for a member must be the amount of the monthly cost of adequate housing in the area, as determined by the DoD, for members of the uniformed services serving in the same pay grade and same dependency status as the member.
• H.R. 2055 – Caring for Survivors Act of 2025
This bill increases the monthly rate of dependency and indemnity compensation payable to surviving spouses through the VA. Dependency and indemnity compensation is a monthly payment made to eligible survivors (i.e., spouses, parents, or children) of (1) certain veterans who died as a result of a service-connected condition; (2) service members killed while on active military duty or active or inactive duty for training; or (3) veterans who did not die from a service-connected condition, but were totally disabled by a service-connected disability for a certain period of time. The bill also (1) reduces, from 10 years to 5 years, the period of time that certain veterans must have been rated totally disabled due to a service-connected disability in order for a survivor to qualify for benefits; and (2) specifies the amount that is payable to survivors of veterans who were rated totally disabled for a period of less than 10 years before their death.
• H.R. 2102 – Major Richard Star Act
This bill allows veterans with combat-related disabilities to receive both full military retirement pay and VA disability compensation concurrently without offset, which benefits veterans who are medically retired due to wounds sustained in service.
• H.R. 2192 – Air America Act of 2025
This bill provides financial compensation to individuals who worked for Air America and its affiliates between 1950–1976, recognizing their service supporting U.S. government efforts.
• H.R. 3261 – VA Employee Fairness Act of 2025
This bill allows VA Health Administration employees to gain enhanced collective bargaining rights, aiming to improve fairness and input in workplace matters.
Civil Rights and Liberties, Minority Issues
• H.R. 1638 - CROWN Act of 2025
Creating a Respectful and Open World for Natural Hair Act of 2025 or the CROWN Act of 2025 This bill prohibits discrimination based on an individual's texture or style of hair. Specifically, the bill prohibits (1) discrimination based on race or national origin in federal civil rights laws; or (2) discrimination in the workplace, school, or workplace policies and practices that bar natural or protective hairstyles commonly worn by people of African descent. The bill also requires the Department of Justice (DOJ) to report to Congress on the implementation of the bill's provisions.
• H. Res. 48 - Honoring Reverend Dr. Martin Luther King Jr. by celebrating diversity promoting tolerance and condemning hate.
This resolution honors the life, legacy, works, and heroism of Reverend Dr. Martin Luther King, Jr. It also condemns any form of harassment, discrimination, or prejudice targeted at any minority ethnic group, including the Black community, Indigenous people, the Jewish community, the Asian American and Pacific Islander communities, the Muslim community, and Hispanic and Latino communities. Finally, the resolution calls on all people across the nation to uphold Dr. King's values and teachings of justice, equality, peace, advocacy, and tolerance.

This bill amends the Civil Rights Act of 1964, the Fair Housing Act, and other federal statutes to explicitly prohibit discrimination on the basis of sex, sexual orientation, gender identity, and sex characteristics across employment, housing, credit, education, jury service, public accommodations, federally funded programs, and public spaces.
• H.R. 40- Commission to Study and Develop Reparation Proposals for African Americans Act
Commission to Study and Develop Reparation Proposals for African Americans Act This bill establishes a commission to study and develop a national apology and proposal for reparations for the institution of slavery, its subsequent de facto racial and economic discrimination against African Americans, and the impact of these forces on living African Americans.
• H.R. 964 – Rosa Parks Day Act
This bill designates December 1 (the date of Rosa Parks’s arrest) as a federal holiday, which marks the first such holiday honoring a Black woman in U.S. history.
Commerce
• H.R. 3243 – Therapeutic Fraud Prevention Act of 2025
Prohibits conversion therapy practices aimed at changing individuals’ sexual orientation or gender identity by classifying such treatments as fraudulent and unsupported by science.

• H.R. 396 - TRUST in Congress Act
Transparent Representation Upholding Service and Trust in Congress Act or the TRUST in Congress This bill requires Members of Congress and their spouses and dependent children to place any investment owned by the Member, spouse, or dependent child into a qualified blind trust. A Member of Congress who is a Member of the House of Representatives must certify that the trust has been established and that any such investment has been made in the trust; or that the Member or the dependent child of such Member does not own any covered investment. The bill also requires a spouse or dependency on such a member to place a covered investment in blind trust within 15 days of the Member becoming a member. The Department of the Treasury must
• H.R. 2585 – Armenian Genocide Education Act
This bill directs the Librarian of Congress to support Armenian Genocide education programs, including funding for curriculum development, educator training, and nationwide dissemination.
• H.R. 3779 – STOCK Act 2.0
This bill Requiring Members of Congress, senior congressional staff, the President, Vice President, and senior executive branch officials to report received federal benefits of value (contracts, grants, agricultural subsidies, etc.). Additionally, the bill increases penalties for failure to file STOCK Act, which requires Members of Congress to disclose stock trades within 45 days, and it expands the STOCK Act to apply to members of the federal judiciary, including Supreme Court justices and senior officials of the Federal Reserve System. Finally, the bill enables oversight by the ethics agencies of all officials covered by this Act.
Crime and Law Enforcement

• H.R. 18 – Bipartisan Background Checks Act of 2025
This bill expands background check requirements to close loopholes by mandating checks for all firearm sales, including those conducted at gun shows, online, and without licensed dealers.
• H.R. 1046- Marc Fischer Memorial Act
Marc Fischer Memorial Interdiction of Fentanyl in Postal Mail at Federal Prisons Act or the Marc Fischer Memorial Act This bill requires the Bureau of Prisons (BOP) to develop and implement a strategy to provide all federal correctional facilities with capabilities to (1) protect staff and inmates from exposure to synthetic drugs and opioids introduced to mail, and (2) ensure that each inmate receives a digital copy of mail addressed to the inmate.
• H.R. 1100- STOPP Act
Stop the Opioid Pill Presser and Fentanyl Act or the STOPP Act This bill expands the definition of critical parts of tableting machines and encapsulating machines to include any of the following integral parts when designed primarily for use in a tableting or encapsulating machine: press punch, die system, press turret, Hopper, Compression roller, Discharge chute, Vacuum system, Capsule feeding unit, Automatic feeding Unit, and any other item identified in a regulation published by the Department of Justice.
• H.R. 1269 – Honoring Our Fallen Heroes Act of 2025
This bill amends the Omnibus Crime Control and Safe Streets Act to ensure public safety officers whose cancers are caused by job exposure are eligible for death/disability benefits. The bill also claims to be filed within three years post-enactment.
• H.R. 1564 – Ethan's Law
This bill establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels. At the federal level, the bill establishes statutory requirements for firearms on residential premises to be safely stored if a minor is likely to gain access without permission or if a resident is ineligible to possess a firearm. An individual who violates the requirements is subject to criminal penalties. A firearm stored in violation of the requirements is subject to seizure and forfeiture. At the state and tribal levels, the bill requires the Department of Justice to award grants to implement functionally identical requirements for the safe storage of firearms.
• H.R. 2368 – Raise the Age Act of 2025
This bill prohibits a Federal firearms licensee from selling or delivering certain semiautomatic centerfire rifles or semiautomatic centerfire shotguns to a person under 21 years of age, with exceptions for active duty military personnel and full-time law enforcement officers, and for other purposes.
• H.R. 2711 – Invest to Protect Act of 2025
This bill establishes a grant program through the Community Oriented Policing Services (COPS) program to provide local law enforcement agencies funding to make meaningful investments in their officers and communities.
• H.R. 2799 – Closing the Bump Stock Loophole Act of 2025
This bill prohibits machinegun conversion devices and illegal modifications of semiautomatic firearms.
• H.R. 3368 – Born in the USA Act of 2025
This bill prohibits the use of Federal funds to carry out President Trump's executive order attempting to end automatic citizenship for children born in the United States.
• H.R. 3868 – Enhanced Background Checks Act of 2025
This bill strengthens the background check procedures to be followed before a Federal firearms licensee may transfer a firearm to a person who is not such a licensee.
Economics and Public Finance
• H.R. 2753 – Hands Off Medicaid and SNAP Act of 2025
This bill establishes a budget point of order against considering budget reconciliation legislation in the House or the Senate that (1) reduces enrollment or benefits for individuals enrolled in the Medicaid program, or (2) reduces eligibility or benefits for households that participate in the Supplemental Nutrition Assistance Program (SNAP).
Education
• H.R. 844- Black History is American History Act
Black History is American History Act This bill requires the Department of Education (ED) to award grants to eligible entities to carry out educational programs that include the history of peoples of African descent in the settling and founding of America, the economic and political environments that led to the development, institutionalization, and abolition of slavery and its impact on all Americans; the exploration and expansion of America; the history, literature, the economy, politics, body of laws, and culture; and other purposes.
Energy
• H.R. 755- Critical Mineral Consistency Act of 2025
Critical Mineral Consistency Act of 2025 This bill expands the definition of critical mineral to include any mineral, element, substance, or material designated as critical by the Department of Energy (DOE). The bill also requires DOE to update its list of critical minerals to include critical materials.
• H.R. 466- Nuclear Waste Informed Consent Act
Nuclear Waste Informed Consent Act This bill requires the Department of Energy (DOE) to obtain the consent of affected state and local governments before making an expenditure from the Nuclear Waste Fund for a repository unless DOE has entered into an agreement with the governor of the state in which the repository is proposed to be located, each affected unit of local government, any unit of general local government contiguous to the affected unit if spent nuclear fuel or high-level radioactive waste will be transported through that unit for disposal at the repository, and each affected Indian tribe.
• H.R. 2205 – NEDD Act
This bill grants expanded authority to use federal funds, implement classified tracking, and protect nuclear facilities and special nuclear material from Unmanned Aircraft Systems (UAS) threats.
Environmental Protection
• H.R. 1366 – Mining Regulatory Clarity Act of 2025
This bill clarifies and restores long-standing interpretations under the 1872 Mining Law by explicitly allowing mining claimants on public lands to establish multiple mill sites for mineral processing and waste disposal. The bill also creates an Abandoned Hardrock Mine Fund, supported through claim maintenance fees, to finance cleanup of legacy mining sites.
• H.R. 2709 – Save Our Sequoias Act
This bill directs the Secretary of Agriculture to collaborate with states and tribal nations in assessing the health of giant sequoia groves, develop emergency response protocols, and establish a Giant Sequoia Emergency Protection Program and Fund.
• H.R. 3376 – Water Affordability, Transparency, Equity, and Reliability Act of 2025
This bill establishes a federal trust fund to finance water and sewer infrastructure projects. The bill also allocates grants for clean drinking water, household well systems, operator training, and mandates studies on affordability and equity in water services.
Families
• H.R. 2595- Building Child Care for a Better Future Act
Building Child Care for a Better Future Act This bill reauthorizes through FY2026 the Child Care and Development Block Grant program, which provides grants to states, Indian tribes, territories, and other eligible entities to increase access to childcare services and improve the safety and quality of childcare. The bill also requires the Department of Health and Human Services (HHS) to establish a process to redistribute unused grant funds to tribes and tribal organizations.
Finance and Financial Sector
• H. Res. 127- Of inquiry requesting the President and directing the Secretary of the Treasury to transmit respectively certain documents to the House of Representatives relating to the Department of Government Efficiency's access to the Treasury payment systems and confidential taxpayer information.
This resolution requests the President and directs the Department of the Treasury to transmit, to the extent that such documents are in the possession of the President or the President, copies of any document, record, audio recording, memorandum, call log, correspondence (electronic or otherwise), activity logs, audit trails, written agreements, or other communication or any portion of any such communication, that refers or relates to (1) access to, or usage of, the Treasury payment systems by Department of Government Efficiency (DOGE), Elon Musk, or any member of his team; and (2) the use of confidential tax returns or return information by DOGE, Elon Musk or any of his staff.

Veterans Member Business Loan Act This bill excludes from the definition of a member business loan a credit union that is made to a veteran. A credit union is a credit agreement between a member of the United States, a state, a local government, or a nonprofit organization. The Department of the Treasury must report to Congress on the number of credit card extensions made to veterans.

Rosie the Riveter Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the women who contributed to the Home Front during World War II. The bill also requires Treasury to establish a Women's Coin Fund to provide for the sale of such coins.

DHS may cancel the removal of such an individual if the individual (1) is a credible fear of persecution, or (2) has been convicted of certain crimes, such as murder, rape, or sexual assault. Protect America's Workforce Act This bill nullifies the executive order titled Exclusions from Federal Labor-Management Relations Programs, issued on March 27, 2025, and prohibits the use of federal funds to carry out such executive order. The bill also nullifies any collective bargaining agreement in effect between any executive branch federal agency and any labor organization that is an exclusive representative of federal employees.
• H.R. 17- Paycheck Fairness Act
This bill provides statutory authority for the Fair Labor Standards Act of 1938, which prohibits employers from discriminating against employees based on sex. Specifically, the bill requires employers to establish a process for employees to file a lawsuit with the Department of Labor (DOJ) regarding wage discrimination based on sex. The bill also requires the DOJ to establish and enforce a process to award compensation to employees who are victims of wage discrimination or who have been subjected to wage discrimination.

SSI Savings Penalty Elimination Act This bill revises the Supplemental Security Income (SSI) resource limit for individuals and couples. The prohibition shall cease to be effective on the date that is 180 days after the report is submitted. Performing Artist Tax Parity Act of 2025 This bill increases the adjusted gross income limitation for the tax deduction for the expenses of performing artists. The amount of such deduction must be reduced by 10% for each $2,000 ($4,000 in the case of a joint tax return), or fraction thereof, by which the taxpayer's gross income exceeds $100,000 (200% of such amount in a taxable year). The bill also increases the threshold for determining the employer of a performing artist to be a nominal employer.

United States-Taiwan Expedited Double-Tax Relief Act This bill provides special rules for the taxation of certain residents of Taiwan with income from sources within the United States. Specifically, the bill allows a U.S. permanent establishment of a qualified resident of Taiwan to be treated directly as a person who has held at least 10% of Taiwan's total outstanding shares of Taiwan-registered corporations. The bill also lowers the applicable percentage of the tax rate for dividends received by or paid to such residents.

No Tax on Tips Act This bill allows individual taxpayers a tax deduction for tips received by an individual in the course of employment in an occupation that traditionally and customarily received tips on or before December 31, 2023. The maximum deduction for any taxpayer for the taxable year shall not exceed $25,000. The bill requires the Department of the Treasury to publish a list of occupations that traditionally receive tips.

Health Care Affordability Act of 2025 This bill increases the amount of tax credit for coverage under a qualified health plan (i.e., a health insurance plan that covers individuals who are not already eligible for the credit).
