Congressman Horsford Joins Transformative Bills to End Affordable Housing Crisis and Racial Homeownership Gap

WASHINGTON, D.C. — Congressman Steven Horsford (D-NV-04) has co-sponsored three new bills that would address Nevada's housing crisis with major investments in affordable housing, homelessness prevention, and assistance for first-time homebuyers. Together, these bills would invest more than $700 billion and ensure safe, affordable housing for all families.

"Earlier this month, home prices in Southern Nevada hit an all-time high, pushing homeownership out of reach for even more families. We cannot rebuild from the pandemic if hard-working families are priced out of our communities," said Congressman Steven Horsford. "As we work to secure emergency aid for families at risk of housing insecurity, I'm proud to co-sponsor these three bills, which would make long-term investments to increase affordable housing, end homelessness, and build wealth in underserved communities by addressing the racial homeownership gap."

The Housing is Infrastructure Act would provide over $600 billion in affordable housing investments to:

• Fully address the capital needs backlog of public housing
• Support the creation of affordable housing for low-income and other vulnerable groups
• Upgrade existing housing to keep residents safe and improve energy efficiency and climate resiliency
• Support community-led development projects
• Strengthen fair housing oversight and enforcement
• Expand lending options and help for first-generation homebuyers

The Ending Homelessness Act is a comprehensive plan to provide safe and affordable housing for all Americans. The bill would:

• Transform the Housing Choice Voucher program into a federal entitlement that would be phased in over eight years
• Prohibit housing discrimination based on income source
• Provide mandatory funding to create new affordable housing units, expand outreach to vulnerable populations, and integrate housing and health care initiatives
• Permanently extend the U.S. Interagency Council on Homelessness

The Downpayment Toward Equity Act would provide $100 billion to address multigenerational wealth inequities and racial disparities in homeownership by:

• Providing up to $25,000 in financial assistance with mandatory counseling to more than 5 million eligible first-generation homebuyers, as well as socially and economically disadvantaged homebuyers
