Congressman Steven Horsford Introduces Bipartisan Legislation To Fight Effects of Climate Change

WASHINGTON, DC- On Thursday, Congressman Steven Horsford (D-NV) introduced the bipartisan Dynamic Glass Act of 2019 alongside Congressman Kelly (R-MS). Senators Markey (D-MA) and Wicker (R-MS) introduced the same bill in the Senate.

The Dynamic Glass Act of 2019 creates a tax incentive for commercial developers to invest in dynamic class, also known as electrochromic glass, to reduce energy consumption and greenhouse gas emissions for buildings across America.

"As our economy continues to grow, emissions and energy consumption from commercial buildings across the U.S. are expected to rise,"said Congressman Horsford. "By making electrochromic glass more affordable, our bill counteracts this trend and promotes the development of clean, energy efficient buildings across the U.S."

In the U.S., commercial buildings account for 19% of the total energy consumed per year, and in 2017, commercial buildings accounted for 7% of the total U.S. carbon emissions. Dynamic glass technology will relieve the effects of climate change by taking full advantage of the power of the sun and controlling the amount of light and heat entering a building.

Earlier this week, Congressman Horsford participated in a House Budget Committeehearing on the costs of climate change while highlighting its severe impact on low-income and marginalized communities.

In his previous term, Congressman Horsford co-sponsored theSecurity in Energy and Manufacturing Act of 2013 - legislation that allocated $5 billion in grants and tax credit to businesses with products used in alternative energy projects.
