Congressman Steven Horsford Releases Statement on House Passage of the American Rescue Plan

WASHINGTON, D.C. — Today, Congressman Steven Horsford voted to pass the American Rescue Plan to provide the relief that Nevada’s families and small businesses need in order to rebuild and recover from the COVID-19 pandemic.

“The American Rescue Plan is a critical step towards recovering from this pandemic, and today, House Democrats demonstrated our commitment to delivering key relief to the American people by sending this bold and historic legislation to the Senate,” said Congressman Steven Horsford. “With our vote today, Nevadans are one step closer to receiving the relief they deserve. I’m proud to have voted in favor of the American Rescue Plan and look forward to seeing the bill reach President Biden’s desk before unemployment benefits expire on March 14th.”

The American Rescue Plan includes Congressman Horsford’s legislation – the Unemployed Worker Lifeline Act – which would increase and extend the weekly federal unemployment compensation supplement from $300 per week to $400 per week through August 29. Without the American Rescue Plan, federal unemployment benefits will expire in two weeks, leaving millions of Americans struggling.

The American Rescue Plan also includes funding to:

  • Crush the coronavirus through vaccination, testing, tracing, and treatment
    • The American Rescue Plan will expand our nationwide vaccination efforts and set up community vaccination sites to ensure that all Americans are able to receive the lifesaving COVID-19 vaccine.
    • It will also scale up testing and tracing, address shortages of personal protective equipment and other critical supplies, invest in high-quality treatments, and address the health inequities that have made COVID-19 especially devastating for communities of color.
  • Deliver immediate relief to Nevada families
    • The American Rescue Plan delivers on Democrats’ promise to provide $2,000 per person in direct assistance with checks of $1,400 per person, following the $600 down payment enacted in December.
    • The plan also includes Congressman Horsford’s legislation to extend and expand weekly federal supplemental unemployment payments through August 29. Without passage of the American Rescue Plan, these benefits will expire on March 14.
  • Provide direct relief to Nevada’s state and local governments
    • The American Rescue Plan includes nearly $4 billion in direct support to Nevada’s state and local governments.
    • These funds do not expire, and must be used to address the pandemic or its negative economic impacts, including to replace revenue lost, delayed, or decreased due to the pandemic.
  • Support small businesses and keep workers on the job
    • The American Rescue Plan will provide critical support for the hardest-hit small businesses, especially those owned by entrepreneurs from racial and ethnic backgrounds that have experienced systemic discrimination, including:
      • Additional funding for the Economic Injury Disaster Loan program to support advance grants of $10,000 per business.
      • Expanded eligibility and funding for the Paycheck Protection Program.
      • Expansion of the Employee Retention Tax Credit to prevent layoffs and incentivize new hiring.
    • The plan also provides crucial resources to protect the jobs of first responders, frontline public health workers, teachers, transit workers, and others.
  • Safely return to in-person learning and address pandemic learning loss
    • The American Rescue Plan will invest nearly $130 billion to safely reopen K-12 schools for in-person learning and address pandemic learning loss, which has disproportionately affected students of color, low-income students, and those living in rural areas.
    • The plan will also provide nearly $40 billion for child care providers, with specific allocations for Head Start programs for low-income children.
  • Expand economic support to help Nevadans rebuild and recover
    • The American Rescue Plan will make the Child Tax Credit fully available to 27 million children — including nearly half of all Black and Latino children.
      • This provision will lift nearly 10 million children above or closer to the poverty line.
    • The plan will also provide direct housing assistance, nutrition assistance for 40 million Americans, and expand access to safe and reliable child care.
  • Increase access to affordable health care
    • The American Rescue Plan will reduce health care premiums for working families by increasing Affordable Care Act premium tax credits through 2022.
    • The plan also includes COBRA subsidies to help families afford health insurance if they lose their employer-sponsored health coverage.
