Horsford Secures Wins for Nevada While Opposing Harmful Provisions in FY25 NDA
WASHINGTON – Today, Congressman Steven Horsford (NV-04) voted for the FY25 National Defense Authorization Act (NDAA) to deliver major wins for Nevada and historic investments in military pay and defense infrastructure he secured through his work in the Armed Services Committee. While he opposes the last-minute inclusion of provisions that undermine the dignity and well-being of military families, he voted in favor of addressing Nevada’s unique defense needs and supporting local servicemembers. The FY25 NDAA passed the House with a vote of 281-140.
“This year’s NDAA includes significant resources for Nevada that I worked to secure, including funding for military construction, pay raises for servicemembers, and expanded support for military families,” said Congressman Horsford. “I am proud to have fought for these wins that will improve the lives of service members and their families in Nevada and across the nation. However, I remain concerned about the harmful, last-minute provisions that strip healthcare away from military families and put politics ahead of their well-being. I will work to reverse these policies so we uphold the dignity and well-being of all military families.”
The FY25 NDAA includes wins secured by Congressman Horsford, including $25 million for the Nevada National Security Site’s PULSE project, $18 million for military construction at the Hawthorne Army Depot, and measures to evaluate quality-of-life improvements at Creech and Nellis Air Force Bases. Additionally, he helped ensure the bill includes funding to modernize military allowances, including raising the Basic Needs Allowance threshold to 200% of the federal poverty guidelines and improving the Basic Allowance for Subsistence.
The bill also invests $102.3 million in Historically Black Colleges and Universities, establishes a perinatal mental health program, advances key reporting on military child care access and energy resilience, and retains Diversity, Equity, and Inclusion initiatives that promote fairness and opportunity within the Armed Forces.
While he voted for the bill, Congressman Horsford condemned the last-minute inclusion of Section 708, which prohibits TRICARE from covering gender-affirming care for transgender youth, as a harmful and unnecessary attack on military families. He remains committed to reversing these policies and ensuring all military families are treated with dignity and respect.
