January 22, 2025

Bill Would Free City from Current Burden of Seeking Federal Approval for Critical Infrastructure

NORTH LAS VEGAS – Congressman Steven Horsford (NV-04) today reintroduced the Apex Area Technical Corrections Act, legislation he authored to allow new and existing businesses at the Apex Industrial Site to expand their operations without going through an outdated and burdensome permitting process for basic utilities and infrastructure.

Under the legislation he authored to allow new and existing businesses at the Apex Industrial Site to expand their operations without going through an outdated and burdensome permitting process for basic utilities and infrastructure.

“The bill I’m reintroducing today empowers the City of North Las Vegas to make needed investments without unnecessary hurdles from Washington,” Rep. Horsford said. “Allowing for local control of the Apex Site will mean more local jobs, more industries to work in, and more economic growth for our community.”

Rep. Horsford, who first introduced the Apex Area Technical Corrections Act in 2023, negotiated with leadership on the House Natural Resources Committee toensure they held a hearing on the bill

“I secured a hearing for this legislation last Congress – I look forward to consideration and a vote by the full House of Representatives this time,” Rep. Horsford continued. “The Apex Area Technical Corrections Act is an opportunity for this new Congress to show it’s ready to act when it comes to non-controversial, commonsense proposals.”

Nevada Senator Catherine Cortez Masto introduced the Senate counterpart to the Apex Area Technical Corrections Act during the last Congress, and she plans to do so again in 2025.

“Government red tape shouldn’t be getting in the way of jobs and opportunities workers in North Las Vegas are counting on,” Senator Cortez Masto said. “I passed the Apex Area Technical Corrections Act in the Senate last year on a bipartisan basis, and I will continue the work to fully pass this common-sense legislation through both houses of Congress, create more jobs, and grow our economy in Nevada.”

“This critical legislation to provide Apex authorization ensures that the City of North Las Vegas will stay on course to diversify its economy and provide good jobs in new industries,” Mayor Pamela Goynes-Brown said. “We have worked closely with Congressman Horsford and Senator Cortez Masto to preserve the vital environmental protections in the original authorization while ensuring that our city and region are able to grow and prosper as Congress envisioned. We thank our Congressman and Senator for their commitment to see this bill through to the finish line.”

“This legislation is a practical update to longstanding legislation that benefits the economic viability of the entire region while continuing practical methods to protect the local ecosystem and environment,” Lisa Cole of Apex Owners Association said.“Thanks to the efforts of Congressman Horsford, Senator Cortez Masto, Congressman Amodei and the Nevada delegation, Congress came very close to passing this bill last session and we look forward to it getting across the finish line in the 119th."
