FY23 Community Project Submissions

My office accepts appropriations requests for projects that will benefit Nevada's Fourth Congressional District. Constituents, community groups, and interested parties must fill out the appropriate forms below.

FY23 Community Project Requests Submitted:

Rep. Steven Horsford has submitted funding requests for important community projects in Nevada’s Fourth Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2023 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

In compliance with House Rules and Committee requirements, Rep. Steven Horsford has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

Beautify The Block

$200,000

Housing Assistance Corporations at 701 Bartlett Avenue, North Las Vegas, NV 89030

Beautify The Block is a program designed to provide exterior improvements, landscaping, and facade work on homes owned by low-income homeowners in aged, urban neighborhoods needing redevelopment. In addition to the beautification effort, a community engagement initiative is incorporated to unite residents to encourage pride, appreciation, and promise through participation in the process. Often the work on the designated home is done in a block party setting; live music, food, and comradery are pillars of the project. Another critical component of the project is to mentor and educate at-risk youth on basic exterior improvement techniques. In addition, we work with local youth groups to demonstrate the importance of teamwork, service, and leadership. Ultimately, each project contributes to community redevelopment, property value enhancement, unification of residents, education, and most importantly, an improvement in the homeowner's quality of life.

Cheyenne Sports Complex Parking Lot and Walkway Restoration Project

The Cheyenne Sports Complex has historically been the center of recreation programming for the surrounding community which has a large minority population and is underserved both in recreational opportunities and facilities. Both parking lots and pedestrian access walkway to the sports field are in serious disrepair due to their age and heavy usage. Repaving both the parking lots and access walkway will increase safety and ease of access to these recreational facilities. The asphalt is heavily cracked throughout, and the lots are in such bad condition that a new topcoat will not fix the problem. The asphalt must be ripped off and replaced with a new one because this issue is a walking hazard for local families as well as pedestrian sports players.

Counseling Services for Domestic Violence and DUI to Reduce Recidivism for Indigent Clients

Clark County Public Defender’s Office at 500 South Grand Central Parkway, Las Vegas, NV 89155

Counseling Services for Domestic Violence and DUI to Reduce Recidivism for Indigent Clients - Clark County Public Defender’s Office will provide counseling services to reduce recidivism for indigent clients related to domestic violence and DUI sentences. Successful completion of counseling in both DUI and Domestic Violence cases will reduce recidivism. In virtually every case that has conditions ordered by the court, there will be a suspended jail sentence of usually between 90-180 days. Successful completion of the ordered conditions will reduce jail populations, as the suspended sentence would not be imposed.

CPLC Small Business Assistance

The purpose of this project is to help remove barriers that businesses are facing as they face changing economic conditions including supply chain, inflation, food and fuel rising costs. Many businesses lack the resources or skills necessary to adequately maintain their financial recordkeeping resulting in the inability to access vital programs like the Paycheck Protection Program and EIDL which lead to increases in economic disparity for this community. By introducing the Promotora model fusing community with direct business support resources, we believe that members of this community will have greater success in accessing the opportunities their businesses need to thrive. In return, this creates strong economic impact through job creation and sales tax revenues and promotes stronger communities that are more resilient to displacement. This funding would provide 10 hours of direct bookkeeping and business support services to 250 businesses in the District.

Lake Mead/Las Vegas Wash Program

Southern Nevada Water Authority at 100 City Parkway, Suite 700, Las Vegas, Nevada 89106

The Las Vegas Wash is the primary drainage of the Las Vegas Valley, carrying urban runoff and treated wastewater into Lake Mead and the Colorado River. The Wash is critical for southern Nevada as it serves as a return flow conveyance, increasing the amount of water Nevada can withdraw from Lake Mead. It is also an important environmental resource, providing wetland habitat. Funds would be used to construct erosion control structures in the Lower Wash, which is located in the NPS Lake Mead National Recreation Area. This will protect existing infrastructure, restore surrounding wetlands, and improve drinking water quality for the Southern Nevada region. Securing necessary federal funding for the completion of the weirs has not been feasible due to federal budgetary constraints. The Bureau of Reclamation has been assisting with efforts to manage erosion control and restoration of the Wash. Reducing the sediment load is important because the Wash discharges into Lake Mead, which is the primary drinking water source for southern Nevada. Without federal assistance, the construction costs of the weirs for the Lower Wash will further strain local resources that could otherwise be allocated for local water infrastructure projects.

Moapa Valley Water District Water Transmission Line Replacement

Moapa Valley Water District at 601 N. Moapa Valley Blvd., Overton, Nevada 89040

This Project replaces approximately 2 miles of a critical length of existing 24-inch potable water transmission line that has experienced a high leak/break rate. This project will prevent contamination in the distribution piping by eliminating the high pipe failure rates currently being experienced in the system.

North Las Vegas Fire Department Crisis Response Unit

The North Las Vegas Fire Department is proposing the creation of a Crisis Response Unit staffed by a licensed social worker, a paramedic, and an EMT. The unit will be specially trained to respond to situations involving individuals with mental health or substance abuse issues and prevent situations from escalating, ensuring the safety of everyone involved. We will contract this out and the contractor will provide the personnel and vehicle under our direction. We will have the unit staffed 8-14 hours a day based on the peak time for these types of calls. This will be one unit that would respond to suicidal subject to a person having psychological issues. Benefit to the person so they can get the right help at the scene. Examined by the appropriate level of help and taken to the appropriate facility.

Nursing Skills Lab

The Nursing Skills Lab at the North Las Vegas Campus will enable CSN to provide much needed curriculum for Certified Nursing Assistant (CNA) and Nursing Simulation. Construction will include renovation of existing space to accommodate for the equipment and instructional delivery including simulation suite for skill assessment and evaluation.

Replacement hospital located in Caliente, NV

Grover C. Dils Medical Center at 700 North Spring Street Caliente, NV 89008

The project would include expansion of acute rooms from 4 to 6 including the addition of a negative pressure room(s) to accommodate infectious diseases or Covid-19 cases and in long-term care we would be moving from 16 to 20 bed, single occupancy. The new facility would include a new emergency room with 3 bays; laboratory, a phlebotomy room, radiology that would include inside accessibility to our CT scanner which is located outside of our emergency room in a trailer, pharmacy space, both acute and long-term care rooms, small sterilization room, documentation center for our providers, a centrally located nurse's station, admitting area with waiting room area, new dietary department with staff dining room, laundry, general storage area for supplies, telehealth room, for easy access to our telehealth providers, physical therapy which is currently located just off of our campus in a leased building, storage areas and mechanical room that will house the generator.

STEM and SEL Program Development

Boys & Girls Clubs of Southern Nevada at 2850 Lindell Road, Las Vegas, Nevada 89146

For 60 years, the Boys & Girls Club of Southern Nevada (BGCSNV) has responded to the needs of young people, delivering the safe places, guidance, support, and opportunities kids need to navigate and succeed in these uncertain times. Private and public funding supports programming for academic success, character and leadership, healthy lifestyles, and the arts. Designed to complement and reinforce what youth learn at school and rooted in social-emotional development practices, BGCSNV’s academic programs enable kids to be engaged, adaptive learners on track to graduate with a plan for their future. At the start of the COVID-19 pandemic, BGCSNV served the greater Las Vegas community with all-day distance learning, meals, programming, and additional services across all 13 clubhouses. To meet the increasing demands of the Las Vegas community, BGCSNV is expanding and modernizing its existing facilities, developing new facilities and expanding its programs. In particular, there is a need to expand integrated STEM and SEL programs.

Tonopah Child Development Center

Funding is requested to design and build a new Child Development Center, fulfilling an unmet critical community need. Tonopah, NV has no licensed childcare providers. Licensure by the State of Nevada ensures that providers meet minimum standards that protect children and provide opportunities to thrive, grow and develop. It also presents opportunities for low-income families to participate in child care subsidies, which can only be utilized at participating licensed programs. Both the County and the Town of Tonopah have identified childcare as a critical need. The County is seeking federal assistance to help with designing and constructing a child development center to serve child and families in and around Tonopah, NV. The proposed Child Development Center is part of the Town's efforts to prevent social problems, help the community get to work, support local business' needs, and increase recruitment and retention efforts of critical service professionals in the area.

Transitional Living in The Village at the Women’s and Children’s Campus

WestCare Nevada, Inc. at 1711 Whitney Mesa Drive, Henderson, NV 89014

WestCare Nevada is a private, non-profit organization providing substance use disorder (SUD) treatment across the state. WestCare plans to construct transitional housing units for 84 women and their children at 5659 Duncan Avenue, in the 4th Congressional District. WestCare specializes in state-of-the-art and evidence-based services for women, many with children. Transitional housing cottages for women in recovery and their children, The Village at the Women and Children’s Campus will provide a safe, stable and nurturing living environment while families move to economic and emotional self-sufficiency. The project will construct a Village on a 5-acre portion of the existing Women’s and Children’s Campus, with 84 cottages and common outdoor spaces. Women may have one or more children in residence with them (up to age 9) for a maximum length of stay of 18 months, although women may transition to permanent housing sooner. An average stay of 180 days is anticipated, but support is provided based on the need of each woman. Women will continue to work on their recovery and with a case manager's support will ensure that the social determinates of health are addressed, instead of being discharged to uncertain lodging where recidivism to criminal justice, jail, substance use, and homelessness may result. Capacity at the Women’s and Children’s Campus will triple, allowing women in recovery discharged from other programs to also reside in The Village with their children.

Ty's Place - A Safe Place for Teens: Youth Personal Development and Leadership Program

Gentlemen By Choice Community Development Corporation's (GBC) Youth Personal Development and Leadership Program is requesting $250K to support the expansion of its Youth Personnel Development and Leadership Program. The mentoring program deliberately targets at-risk youth from socially economically challenged communities as a crime prevention measure and to help mitigate negative interactions with law enforcement.

This water line replacement project will replace failed/failing water lines at the intersections of Falcon Ridge Parkway and Pioneer Blvd.; and Hillside Drive and Sandhill Blvd.
